Combing the waiver wire and found...

...Roethlisberger was just let go by a guy.   I've got Vick and Leftwich on the roster, but there's a good chance Vick will miss a couple games, so my backup is crucial.  Stand pat with Leftwich?   Pick up Roth?   Some other starters available:  Gannon, Testaverde, Garcia, Boller, Brees, Bledsoe & E Manning.
 
Secondly, I'm combing for RBs and see Fargas & Dayne available.  I'm thin at RB (LT2, CBrown, Julius Jones & L Jordan), and could use a more solid #3 or 4.  Anyone think Dayne will do more than Tiki, or Fargas take over Wheatley?

This all really depends on who you are dropping.
 
With regards to the QB's you mention, I like them in this order (for this year and assuming this is NOT a keeper league):
 
1) Jeff Garcia
2) Rich Gannon
3) Eli Manning
4) Kyle Boller
5) Drew Bledsoe
6) Vinny Testaverde
5) Ben Roethlisberger
7) Drew Brees
 
As for your low-end list of RB's (with the same assumptions):
 
1) Justin Fargas
2) Ron Dayne
3) LaMont Jordan

If you have an extra roster spot (without dumping Leftwich), I'd definitely think about picking up Bledsoe.  He is very underrated this year.  He has a solid running game and some nice receivers to work with.  His O-line is a bit shaky, but Mike Mularkey has adjusted the offensive system to compensate for that.  Bledsoe is the #1 QB in Buffalo.  He's not looking over his shoulder and should be starting all 16 games this year.
 
For RB, Tiki and Wheatley will get the bulk of the carries on their teams.  Jordan is expendable (in my opinion) if you feel that Fargas or Dayne would be a better option.  It's hard to get excited about Dayne, however, based on some rumors and one outstanding pre-season effort.

I agree, and it seems Fargas isn't doing much in preseason to cause much of a stir.  I dropped Jordan for the STL Def...matchup vs AZ week 1 looks too good.
 
And continuing to filter through through the draft dregs, I noticed there are 2 teams with nary a receiver chosen from them, SD & TB.   I understand SD, but TB seems they could have some nice 3rd receivers there.  Tim Brown, Galloway, Clayton & Lee, who would you pick up?
 
I also found Givens (NE), Ferguson & Driver (GB), D Terrell (CHI) and McCants (WAS).    
 
I've got D. Jackson, S. Smith, P. Price, D. Stallworth, T. Glenn &
T. Taylor on the roster already.   Trying to decide if I'm tinkering or if there's truly an upgrade from ...say Taylor to Driver or Galloway.

For this year, Galloway could outperform Terry Glenn and Travis Taylor.  Keep an eye on David Terrell.  He's got a ton of talent and will get every opportunity to showcase it this year.

I agree with keeping an eye on Terrell.  However, right now, I would stay put.  You should wait and see what Glenn and Taylor do when the season starts, first.  What I am suggesting is kind of like sticking with your first choice when taking a multiple-choice test.  All of those guys are around the same level.  Initially, your gut said, "Glenn and Taylor."  Mine does too, actually.  I would just hold... with an eye on Terrell.
