Sorry for lack of explanation, but you are asking a lot. If there are major disagreements, I'll come back and explain myself.

D1) i have to say tampa...chicago only has one weapon right now

D2) Here i would play Buffalo....baltimore has NO offensive weapons...i mean NONE....buffalo should keep their points down...

D3) buffalo for reasons above..

D4) Buf again!

Q1) have to go with more talent i say pennington after all he has 31 TDs and no INTs in the rezone lifetime....

Q2) im going with griese since alot of the chicago defense is injured....they can be passed on....i say griese has a better day...

1) NE - They are one of the best Defenses in football and one of the most valuable players in FF.  Until they slow down, start them.
2) Buf - The Bills have Milloy back and, assuming this is  defense and special teams league, their returners (McGee and Clements) are going to break one soon.  McGee leads the league in yards per kickoff return.
3) Buf
4) Buf

1) Pennington - he is solid and pretty dependable
2) Griese- The Bears defense is underperforming but is actually is not too much worse than the Giants.  However, Roy Williams is questionable.  Even if he starts, he will not likely be a great target.
