Start Big Ben or Chad in W9?

In one of my leagues, QBs went VERY fast.  I back-filled with Big Ben lately as a back up, and started him last week.  (Yeah, I know what happened.)
 
Who would you start in Week 9?  Roethlisberger against PHI or Pennington against BUF?  Both look like less than happy choices this week.
 
Any advice?

Both have tough defensive match-ups but I like Pennington versus Buffalo.  I think he's finally getting on track.  The only downside is the NYJ emphasis on the running game.  However, in the Philly game I expect Jim Johnson will be very creative with the defensive looks he'll give Roethlisberger.  He's had solid success defending rookie QB's and I expect it to continue.  
 
Do you lose points for sacks/interceptions?

Sorry, forgot to mention the scoring.  I lose 2 points for INTs.  Fairly standard FF scoring for the offense in this league.  No point against the O for sacks.
 
And forgot to mention two things, NE was also known for good work against rooks, but I didn't think Ben played like a rook.  Chad had a history of bad performance against MIA.  The other thing is that I STILL won the game!

I'd have to start Pennington. I think this is the week that Big Ben gets his unbeaten bubble burst ( I hope not, but I think that is what will happen)

I would go with Pennington against Buffalo.  Buffalo's secondary, as I understand it, is banged up.  Their rush defense appears to be solid.  Pennington will have to air it.  Roethlisberger against Philly is a good matchup too as that could become a high-scoring affair.  I'd still go with Pennington.  He's a bit more "due".

New info on this.  The weather!
 
Predictions are for winds of 15 to 25 mph in BUF today.  Sounds like less passing, more running.

Just to let you know, guys, I decided to start Big Ben based on the windy conditions in BUF.  That was the one factor you didn't know about, so I think your advice was good based on all the other factors.  Thanks!
