Seeking Draft advice from the Masters....Part Deux

hi all,
 
OK, draft is a 10 team serpentine, I have the 8th pick.  We are QB-Heavy (6 pts / pass TD) and PPR (point per rec).  We start:
   QB, WR, WR, RB, RB, WR/RB, WR/TE, TE, K, D and bench 5 more.
 
We also have a funky keeper rule that allows us to keep 1 player drafted post-Round 5 of the previous year.  This rule means the keepers of significance are:Brees or Addai, Gore, Bush (mine), Maroney or MoJo, Bulger or Williams
 
I expect LT, SJax, LJ & Peyton to go top 4.  After that, it's getting hazy.  I'm targeting BWB or Fast Willie...possibly Zander.  If all go before my pick at 8, I think I have to go Palmer or Holt/Harrison.  I don't see an RB worth the #8 pick left over (McGahee, Rudi, MoJo/Maroney (whichever he leaves)).    If I take Palmer, I almost have to go RB coming back at 13, right?   Otherwise, my RB core is going to be extremely light.  
 
Knowing the 2 guys drafting 9-12, I'm certain Palmer won't last until 13.  With Peyton gone, that would leave me to take Brees or Brady at 13 (whichever is left, assuming both take a QB at the turn).    So I could get one of the (pretty much) consensus top 5 QBs in Rd 2, but I'm certain I'll be relegated to the next tier of QB if I don't take one at 13.  Guys like Romo, Kitna (might last), Rivers.    
 
So my conundrum is what to do at 8, 13, 28.  I'll go BWB or Fast Willie if they drop, then probably Holt/Harrison/TO at 13 if they're there.  With that stable, plus Reggie Bush...i'll be happy taking a 2nd tier QB.  If I don't get Zander, BWB or FWP though, I'm really torn as to where I should go.   Palmer?  Harrison/Holt and take whichever QB is left at 13?  That leaves my RBs weak.  Or, take Harrison/Holt at 8, then whatever to RB is at 13, and settle for a tier 2 QB?

If given a chance, at 6 pnts a TD, I would really hope that Carson Palmer lasted till 8. IMO there are two QB's in the top tier. I'd go there then come back with the best availible back. Manning and Palmer are going to throw TD's in the 30's.

As important as you say QB is, you start ONLY ONE, cp!  I say go with the plan you have.  In the 1st round take Parker, Westbrook or one of those RB's you think are in (or very near the) top tier or, if they are not there, take one of those top tier WR's, and then, with your 2nd-round pick take either one of the top WR's if you got a RB in the 1st, or one of the next tier of RB's if you took a WR in the 1st.  Then, perhaps spend a couple of those extra bench spots on 2nd-or-so tier QB's.
