Commish Duties/Ethics - "You Make The Call!"

It is evident that there are a lot of FF enthusiasts that participate on this site with many years of experience. I would really value some opinions on the following issues: Issue #1: An owner (Owner A for this example) has a two-week vacation planned and it starts the prior to week #3. The owner sets his line-up, on-line, for week #3 and takes off. After the first set of games on the Sunday of week #4 the Commissioner notices that Owner A’s starting Kicker and Defense are on a bye. He also notices the Culpepper is active on his roster, when it had been announced earlier in the day that he wouldn’t play. In the “best interest of the league,” the Commissioner swaps the Kicker and Defense, leaving Culpepper active. The Commissioner cites that a team isn’t allowed to start a bye (not contained in the league rules). Was the Commissioner correct in his actions? "You Make The Call!" Issue #2: Team A has the best record going into the last week of the season and will be the #1 play-off seed whether he wins or loses. Team B has been peaking at the end of the season and is perhaps the best team in the league at this time. Team B needs several things to happen to make the play-offs, however, if Team A loses, Team B is out. The owner of Team A doesn’t feel he matches up well with Team B, and in the interest of his pursuit of a Super Bowl Championship, doesn’t field his best team in an attempt to lose. The Commissioner wants to intervene (no provision in the league rules). Should he? "You Make The Call!"

Issue 1: As a commissioner, I NEVER edit another teams lineup. If someone starts a player on a bye, that is on them. Now, if a player is injured and they don't know, I have in the past called another owner and told them to check the injury report again. Issue 2: This is a sticky situation. Last year, after a 2-8 start, was tempted to throw a game, but find it unethical. I'd want to beat the guy in the playoffs then run from him. As a commsih, I would not allow it. Issue #1 I don't like what the commissioner did, but I have a hard time with the fact that Owner A didn't ask someone to help him out while he was gone. Do you know for a fact that he didn't ask the commissioner to do this for him? If he didn't, then the commissioner should have left his team as it was. Part of being a good fantasy player is being responsible for your team and it appears that Owner A wasn't. He should have asked for help and if he didn't, he deserved to lose. Issue #2 This one is easy... the commissioner needs to back off. If Team A feels it's in his best interest to lose the game, then he's stupid if he tries to win. This sort of strategy happens all the time in sports, especially towards the end of the season. For example, coaches will pull their star players early in the game to avoid injury and keep them fresh for the playoffs, while at the same time giving the bench warmers a chance to get some play. Or a team may "try" to lose to improve its drafting position for the upcoming season. I know it's not the same in fantasy sports, but my point is that every owner has to do what they feel is best for their team and if it's losing, then so be it.
