From what I have seen, it hasn't changed any drafts or projections that I have seen. Because of the predominance of VBD, the key factor in determining draft order is how each position in total compares to the other positions - and this rule change tends to impact all of the players within each position pretty much the same. If you see advantages to certain players because of this rule (or actually the enforcement of it), you should have an advantage over most other people. My advice is to adjust your rankings/projections within each position, but don't change the way you draft each position (stay with your draft theory - VBD, RB heavy, seat of the pants, etc.). Also I'd advise against adjusting too much - even though the NFL says they will do this, it remains to be seen; and any effects remain to be seen as well - it could lead to more emphasis on pass coverage and the rushing stats end up getting the benefit.
