Steroids yes or no?

I was watching a interview with a blacked out face who said Steroids were worth millions to him. He would not have played in the NFL if it wasnt for the drugs. He had the speed, but the drug gave him the size. He said that the drug gave him the ability to excape the poverty that surrounded him and his family. He also said that he was tested several times when the test should have came back positive but didnt. It may have been dumb luck but It was his opinion that the NFL feels that performance enhancers are good for the quality of the game.  Only certain players get violated. He finds it strange that the hated Raiders seem to get alot of violations. More so than other teams. He is quite sure that Steriods are nessisary to compete in the NFL. More poeple do it than you would think. He also believed that while there are medical risks, its should be a risk that is up to an individual to choose. He said that he quit using after he retired and hasnt had any long term negative side effects from the use. He also said that he understands that he may be in the minority as far as that go's.
Any Group thoughts?
