Title: Proposed Rule Changes Post by DirkDiggler on Apr 27th, 2008, 8:47am Joe suggested a rule change concerning the drat lottery a few weeks ago and I have not seem him post it yet. So I figured I would. He said he has discussed it with Stegeman as well. Joe would like to move the lottery for the draft up instead of holding it the day of the draft. Holding it the day of the draft seems to slow the draft down for a few reasons including getting the lottery organized, getting the draft order sorted out, and the minimal trade talks. With everyone not being together anymore, to me, it would make sense to have the lottery earlier. The question becomes when. Joe proposes that we have the lottery about a month before the draft in order to give everyone take to make plenty of trades. I would propose that we should have the lottery the Sunday before the draft, AFTER the cut down lists have been submitted. The reason I would suggest that it occurs after the cuts are made is because it would still leave the suspense and tougher decisions of who to cut and who to keep. If you knew your 2nd round pick was the 15th pick versus the 11th pick, you would be more likely to trade it for a protection spot. Bottom line is I think the 'mystery' aspect of the lottery system will still be there. But by having the lottery held a week before the draft gives everyone time to make trades as they deem appropriate and should help make the draft day run more smoothly. So, the questions are: Are you in favor of moving the draft lottery? If so, when would you like to see it moved to? |

Title: Re: Proposed Rule Change Post by StegRock on Apr 27th, 2008, 9:38am If there is not going to be any central "get-together", i.e. like the last couple years I've been in Hawaii, I'm rather ambivalent. I do think that it adds something fun to the day of the draft, though, and my preference would be to leave it as is. But,... I reiterate,... no majority get-together, and I really don't care. Somehow, on the other hand, I must admit that the exhortation, "Delay gratification," comes to mind whenever I read/hear these kinds of suggestions. With the NFL Draft upon us, I'm thinking kids in feetsy pajamas on Christmas Eve. ;) HOWEVER, in any event, it is very likely that we WILL be able to have a big gathering in Jersey this year because I will almost definitely be back that way this August, sometime between around the 1st and the 20th. SO,... you, thus, know where I stand. Furthermore, I will be back living on the mainland now come this fall with generous summer vacations, at least from school for the next two summers, so things look auspicious for getting together for the next two drafts. The passing percentage bonus of 60% is somewhat easy to attain in this day and age (with the West Coast Offense and all). I think 63-65% is more bonus-worthy. To a lesser extent, I also think that the rushing bonus level of 250 yards and is kinda low. The receiving bonus is 300 and passing is 550. That amount to 100 receiving yards, 275 passing yards and 83 rushing yards per starter to get the bonus. The first two seem like really good games but the 83 rushing yards does not seem like such a great game. I suggest bumping that up to 275 (90 yards per starter). |

I actually had proposed this a few years ago and went back and looked at the stats. It did not make sense to increase. I think the BIGGEST factor is that running backs routinely get receiving yards where as QBs and WR do not contribute to rushing yards as much. |

Title: Re: Proposed Rule Changes Post by Philly on Apr 29th, 2008, 2:49pm Checking in from that other annoying league that uses the same rules as its mother league with some thoughts on the proposed rule changes. *I just did a quick check of QB stats from 2007, and the league-wide completion percentage for ALL quarterbacks was 61%. Based on this info (without actually checking the results spreadsheets), I would guess that more often than not, both teams are getting the bonus for completion percentage without much discrimination. I would definitely support raising it to 65%. *I agree with DD on the rushing years remaining lowish because of their ability to contribute heavily to total receiving yards and the real lack of the receivers to do the same to total rushing yards. *The deucers don't have (and probably won't ever have) a live get-together for the draft, so we generally have Steve (or Steve) do our draft lottery a few days before the festivities. I think all of us would love to do it even earlier if possible, although I agree that it should occur AFTER the cutdown date. Thanks for listening. |

I would like to throw my opinion into the mix with the caveat that my preference is biased from the beginning, but hopefully not for selfish reasons. The chances for me making a draft are becoming more and more iffy every year. I have talked with Steg on occasion about this as well and completely understand his thoughts on taking away from the draft excitement. I would never want to do that in any way. Because I can't be there, I miss out on having the ability to really talk about deals. I can call other owners but because a majority are right in the middle of the draft, they are hard phone calls to conduct. Not to say it can't be done, but from my phone it makes the process a bit more challenging. I just think if there was a small window of time where the order was known, more deals could be potentially made. In addition, I think the draft order announcement could be something that creates activity/disscussion prior to the draft. Now, having said all this, I know I am in the minority when it comes to physically participating in the draft. If this item lessened the actual draft experience for those who could get together, then I am against it completely. The draft is one of the best days of the season and tradition wins out over simple trade talk. If this does not diminish the experience, I am for an early decision of who has what. As for the 65% upgrade, I have not had a chance to look it over but promise to in the next couple of days. |

I have spoken to a handful of owners about this. I too agree that it should be made after cutdowns. I think that 1 week in advance is a good timeframe, therefore I support the current proposal. The Rushing yards change is something that was discussed a few years ago with some owners as well. With more and more teams now doing RBBC it may be harder for the goal of 250 yds to be met. I would be interested in seeing how many teams/games during the years are a "wash" because of it. If it is being met too often by both teams...thus being a wash...then it should be looked at. I really could care less, as long as the rule increases competition I am all for it. As for the QB % being raised to 65%, that is interesting as well. I have also discussed this with a few owners in the past. Philly, thanks for the stat of 61%, although I think that is low considering how many young QBs...and LOSER QBs played last year. I think about 60 Qbs had solid starting time in 2007. That number is up from a few years ago. We are in a QB transition stage righht now, and I think the comp % will increase as this new group of young QBs come into their won. With that said I support raising it to 63 or 65%. I support either right now. I think the WR yards are fine. |

Also, on this subject, I have spoken to a couple of owners, Hahn and Warner about maybe having 2 weeks after the lottery picks known to trade. This is because of all the vacations people take in August, also with how busy ours lives are. Either way I will vote for 1 week or 2 weeks. Therefore I propose we have cutdowns August 1st, then the draft Lottery the very next day. The guys from GBRFL2 can do that if that helps keep it fair and speeds it up. That will basically give us 2 weeks to make deals before the draft. I also support increasing the passing % to say 63-65%. |

Many of our GBRFL brethren are not even tuned in yet, and they are going to be coming in to this deluge. They'd have to make rushed-up decisions based on little information and thought and no "real" discussion. Moreover, we surely don't move to the crack of the whip of Joe Parsons, when you happen by the boards. The bottom line is this year we are having a live Summer Meeting and Draft, and I don't have all too much time between to be dicking around with GBRFL minutiae. It is FUN to do the lottery at the meeting, and that is what we are going to do this year. As for rules in general, we will have that "discussion" LIVE at the meeting. But, just to remind you where I stand,... if we are going to have a LIVE Summer Meeting and Draft, I strongly feel that, for the purposes of FUN, the lottery should be done at the meeting; if not, then I'm kind of whatever. |

At first blush, I'm for raising qb percentages and against raising rushing yards (given the RBBC craze). As far as the lottery goes, since I can't make it to the live meeting, my personal inclination is to be in favor of moving it to an earlier date, to allow for trades, etc. HOWEVER, considering that there is a live meeting for the draft, I agree that taking the lottery away from draft day would take some fun out of it. At the end of the day, while I understand and would personally like moving the lottery to an earlier date, I think leaving it for draft day is the right move (or, rather, non-move). |

My original thought was that we would not have a full meeting at the draft, but since YOU are coming into town, any rule that may/would directly affect thing before the draft are not a priority. They will, not take place until the following year. That's fine. This is the way we have always done it based on the rules, which primarily have to do with regards to the scoring, or lack of participation of line ups and the like. I was just tossing this out there to see if there was enough interest in it to possibly it may warrant a rare exception since it may affect something in the offseason. So I understand that there will be no votes on anything until the meeting, just like there always has been. No problem. See you boys at the draft. |

By a vote of Yes - 9, No - 1 with 0 abstentions, we agreed to change the % of Completions bonus from 60.0% to 65.0% (which is now indicated on the "Scoring" page at the league web site). By a vote of Yes - 9, No - 1 and 0 abstentions, we adopted the rule to limit the trading of future draft picks to draft picks no further than 3 years into the future with the commencement of a given season's draft being the official mark of the commencement of a season, i.e., right now, for example, draft picks beyond the 2011 draft cannot be traded; 2012 draft picks cannot be traded until the commencement of the 2009 draft. By a vote of Yes - 7, No - 2 and 1 abstention, we agreed to conduct the annual "Draft Lottery" six days before the draft date, i.e. the day after cuts are due, rather than the day of the draft. The issue of "Offseason Free-agency" did not get voted on and, after talking about it at the Summer Meeting and unraveling all the potential gnarliness, it will be left for future consideration pending thorough and thoughtful discussions (presumably, mainly here on our GBRFL board). The issue of "suspending the revisiting of rules suggestions, which have been voted down, for some stated period like 2 or 3 years" did not receive sufficient support for there to be a motion made to vote upon it at the Summer Meeting.
