Euro League Guys Mandated to NFL?

Just bumped into this tonight.  Anybody have any info?
 
"Commissioner Paul Tagliabue is pushing NFL teams to have a player from overseas on their training camp rosters this year. It could be mandatory by 2005. Having a player from another continent in every training camp would expand the league's global presence and could give a shot in the arm to NFL Europe. The developmental league, which is Tagliabue's baby, remains on life support. The hope is that eventually one of the players from overseas will make an NFL team and the league then can begin to develop its own Ichiro Suzukis and Yao Mings.

BTW, who is this Pitt corner, Shawntee Spencer?  Gotta admit, I don't follow college ball (I'm afraid I wouldn't even get to work if I did it.) He's apparently blazing fast, but he didn't even get invited to the combine.

    Great thread topic, Callie!  Thanks for starting it!  However, based on our board descriptions on "the Gridiron", it would be better suited to "the Sidelines".  That is where it is being moved.  Thank you for your anticipated understanding of our efforts here to keep things organized and your cooperation in the future!

I like the idea.  As long as there was an extra roster spot created and appropriate cap room cleared so that a deserving American player did not get the shaft, then it's good PR and will open the NFL to even more markets.

Spencer is a CB who busted a reported 4.38 at his pro day (although nfl.com is showing 4.48 and 4.50???).  He also has good size at the position (6 foot, when most of the good ones are around 5'10").  Furthermore, he spent the last four years of college practicing against Antonio Bryant (Cowboys WR) and Larry Fitzgerald (arguably one of the best college WRs in recent memory).  I think most prognosticators had him slated for late 2nd to early 3rd round value.  But with his speed and size, he may climb the boards.
